The original draft which became Rec. 460 had words to allow leaps of multiple seconds. The proceedings of the plenary do not describe the discussion which led to the restriction to 1 second. I think this was a "quality of legislation" issue wherein "status quo is intolerable; we've got to get agreement to do something now" outweighed "we should think about the long-term implications of this wording". -- Steve Allen <[email protected]> WGS-84 (GPS) UCO/Lick Observatory--ISB Natural Sciences II, Room 165 Lat +36.99855 1156 High Street Voice: +1 831 459 3046 Lng -122.06015 Santa Cruz, CA 95064 http://www.ucolick.org/~sla/ Hgt +250 m _______________________________________________ LEAPSECS mailing list [email protected] http://six.pairlist.net/mailman/listinfo/leapsecs
