No, since there are just too many to bother with a complete list. I'll note out some of the major ones in the NEWS file, when I get to writing the new manual.
As I have no legacy to maintain I will be starting by reentering transactions for the 08/09 year into a new ledger system. Would you recommend I stick with 2.6 and convert files at a later date or just jump in with 3.0 and put up with the doc niggles?
I'd say jump in with 3.0. The only important piece that doesn't seem to work at all right now is reconciling accounts from within Emacs.
