I'm not so sure about that. There is still no binary 3.0 release available for Windows users, and building from source on that platform is a nightmare. It took me two full days of work to get a Windows Cygwin build working, and I've been developing software for 25 years. So at this time, I would say Windows users have no viable choice except the old 2.6 binary release. As far as I can tell, there isn't even a way to produce a native Windows build any more. If there is, someone give me a few pointers and I will try to make one. If the story for Windows users has to start with Cygwin, maybe I could assist with getting an official ledger package submitted to the Cygwin archives. I've never done that before, so I don't know what's involved. But I do at least have a way to build everything for that environment.
