I agree with you in terms of best practice.  But ledger doesn't
enforce account names or hierarchy and should give good results even
if the account names don't make sense.

Having said this, I didn't think of --empty at all.  --empty gives the
results the OP is looking for, but in an ideal world ledger would show
that result even without --empty.  Of course, maybe the right response
is "use a hierarchical account tree".
