I tend to view the payee a bit like a comment.  I can query against it to
make specific reports, but generally it is an after-the-fact "just how much
pizza did I buy???" thing.  Where I want an account is when I have a
recurring relationship with another entity (i.e., I receive invoices from
them regularly, or I send them invoices regularly).  As a computer
contractor, it makes sense for me to have accounts for my regular
customers, but not for each supplier that I work with.  I don't actually
buy anything on a regular basis from anywhere unless it is a monopoly
(e.g., the train/bus).  It's nice to have the payee to remind me who I paid
(and help me find the receipt), but I don't really care who it was.

As you say, both work, but I would shy away from making an account for
someone unless they really had an account with me ;-)
