I guess that depends upon what was declared to the FL privately, BEFORE this rule change was anticipated. If you think about it, there is nothing in the clubs recent statement of ownership that reveals anybody, and no reason that the statement could not have been made publically at the time. Yet it wasn't released at the time. There is probably a very good reason for that.
