it's more a product of environment (slums of Tottenham, hackney) than actual skin pigmentation and traditionally the poorer areas have the immigrants or 2nd generation immigrants. It's always been the same. I remember reading about the slums of Wolverhampton in the 1860s full of Irish immigrants living 9 to a room in filthy conditions facing racism and hostility from the locals.
