My tuppence: I have been astonished at the massive presence with very little or no reason. It's quite intimidating. So its hard to see why they lost control. So I guess the propensity to violence must be higher. I do know that the Police reaction and spontaneous reactions are governed by the cops fear of never being right in any complaint. (my daughters a cop). So if it's bad in Israel I am guessing that it's worse in the UK where the judiciary are very activist and left wing. They call it liberalism. It's the last thing they are. So if there's a general impression "that I can get away with it and if I get caught nothing much will happen" added to the lack of confidence of the cops and you get London burning.
