Not particularly earth shattering perception from the Grauniad there.

The relegated teams have a huge financial advantage for at least 2 years to
get back up.

Once there, the promoted teams cannot possibly strengthen enough to stay
there and remain PSR compliant.
If Leeds get back up we will be competing against teams who have been
assembling a squad for 5 years based on allowed spending in the Premier
League.  If PSR were tweaked a bit to allow the promoted sides some extra
leeway, then they might be able to buy the 8 or 9 players to give them a
chance to stay up.

A one year free hit or allowance to lose £100M in the first year back,
might balance it a bit. But unless that happens, the status of 15 or 16 PL
teams is pretty much protected with 6 or 7 yo-yo teams who kind of plan to
use the parachute payments to keep getting them back up.
