"BIG/BRA is strongly opposed to the idea of joint Civic Action on
Bougainville by members of the New Zealand military personnel and PNGDF
being initiated outside of the spirit of the Lincoln Agreement and other
related Agreements", the Secretary of the Bougainville Interim
Government
Mr Martin Miriori said.

Mr.Miriori said that as far BIG/BRA are concerned, no prior
consultations
were made with any of the other two parties namely BIG/BRA and BTG
regarding such a proposal.

"The PPCC Meeting is the only appropriate forum and mechanism through
which proposals such as this should be first submitted to all parties
for consideration", said Mr.Miriori.

Mr.Miriori added that for the purposes of complete transparency and full
cooperation in the process, other contributing member states to the PMG
would need to be very careful that they do not try to tarnish their own
credibility of being neutral monitors, by initiating and encouraging PNG
to be involved in such activities "behind the back" of the other parties
to the Lincoln Agreement.

"It is very clearly stipulated, both in the Lincoln and the Cease-fire
Agreements that PNGDF MUST COMPLETELY WITHDRAW FROM BOUGAINVILLE UNDER
THE PHASED WITHDRAWAL ARRANGEMENT".

"Our people simply do not want to see the continuous presence of either
PNGDF or Police Riot Squad members in any shape or form on the island",
Mr.Miriori said.

"Bougainvilleans would however welcome the deployment of the military
personnel from other neutral countries including New Zealand and
Australia to work together with them on this type of joint projects
under restoration and development programmes on the island" concluded
