The Future of Victoria's Forests covered by the
Victorian Plantation Corporation (VPC)
In December 1993 The Victorian Government formed the Victorian Plantations
Corporation, or the VPC, with the specific aim of privatisation. On
Wednesday November 18 of this year the sale of the VPC by the Victorian
Government was announced - the buyer ... Hancock Timber Resources Group, a
North American timber group which now owns some 60% of the former VPC.
The managing company is Hancock Victorian Plantation (HVP) Pty Ltd, and they
now hold a "perpetual plantation lease" for forests in South Gippsland, the
Otways and northern Victoria - some 170,000 ha. Despite the consistent
pictures of pine plantations following the sale's announcement, some
one-third of the forests are infact non-plantation.
Today on Earth Matters we hear from Julie Constable from the South Gippsland
Conservation Society about the Strzelecki region, where she was involved in
putting together a proposal for a National Park for some of the forest which
is now owned and managed the HVP. We hear about concerns with regard to the
inclusion of the forests in the current Regional Forest Agreement process,
and how the forest operations will follow the guidelines for those set up
for "private" lands rather than "public" lands. We also discuss water
catchment management issues and future community action. Unfortunately
Hancock was unavailable to come on Earth Matters this week, but some
corresponsdence was received.
Update on the Multilateral Agreement on Investment
The Multilateral Agreement on Investment (MAI) was a "Bill of Rights" for
multinationals - created by the OECD countries the agreement looked to
extend the rights companies internationally while not addressing their
responsibilities. Needless to say, their attempts were met with strong
opposition.
One of the key campaigning groups against the MAI was Friends of the Earth
(FoE) in the USA. Today we hear from Andrea Durbin of FoE USA about just how
the MAI was stopped and how we must remain vigilant.
