In parts of Australia today prisons are filling up twice as fast as they
are in the United States.
"Australia is one of the great democratic countries of the world and we are
entitled to ask - along with Churchill, Dostoevsky and Mandela - if the
humane treatment of prisoners is a measure of the civilisation of a
democratic country, how does Australia measure up."

on health in prisons entitled 'Minimising the Harm' and organised by the
Public Health Association of Australia.
