Hi
I have pleasure in sending you the text of the NDP policy document. We have
worked on this for a few months. Leaflets are being printed. I hope you
find the pamphlet interesting. Thanks to all who assisted.
I have added a backgrounder on the war in Kosovo, summarised from an essay
by Rosemarie Gillespie. I found it an interesting explanation of how hatred
and tensions arise from external economic pressures, particularly in
relation to NATO bombing.

NUCLEAR DISARMAMENT PARTY
Preamble No Johnnie, we are not your mates.
Philosophy
We are living in the most dangerous time in history. Over the past 80 years
there have been two dominant political ideologies. Communism has failed.
Capitalism is out of control, causing aggressive trade polices, wars, an
increasing gap between rich and poor and massive destruction of the
environment. Nations have become increasingly hard to define as
multinational corporations have taken control of governmental policies
throughout the world.
US militarism has restarted the cold war, including a new nuclear arms
race, this time with China. The ultimate expression of greed and aggression
is the possession of nuclear weapons. They consume an enormous amount of
resources, and nuclear war could destroy our planet. Despite this the US
and China continue to develop their nuclear arsenals. India and Pakistan
have recently joined in.
Like it or not Australia is in the forefront of these aggressive nuclear
policies because we host US military bases. Every time that the US bombs
other countries in its self-appointed role as policeman in the New World
Order Australia is incriminated, as the weapons are monitored through US
bases here. On the other hand, this puts Australians in a strong position
to restrain the US, if only we had the will power. Unfortunately the
government and the ALP adopt a supine, sycophantic approach to our more
powerful ally.
Science has shown us that all human beings are made up of the same DNA.
This makes religious, cultural, ethnic and racial differences irrelevant.
Most problems we face are self-inflicted. Individuals throughout the world
must demand together that their governments abandon the militaristic,
nuclear and greedy policies of the past. We must work together for survival
against the excesses of capitalism which are controlling the planet.
In order to get rid of nuclear weapons we need to oppose greed in all
aspects of our lives. The policies of the Nuclear Disarmament Party have
been drawn up with this in mind.
Policies
Nuclear
Close all foreign nuclear bases in Australia.
Prohibit the stationing in Australia or the passage through Australian
waters or airspace of any nuclear weapons.
Terminate immediately all mining and export of uranium, and repudiate all
commitments by previous governments to the mining, processing and export of
uranium.
Close the Lucas Heights nuclear reactor and not allow any new reactors.
Continue to use existing sources of medical isotopes.
Insist that other countries store nuclear waste above ground at the site of
production, and refuse to provide an underground nuclear waste dump in
Australia for the rest of the world.
Condemn the use of depleted uranium in shells in Iraq and the Balkans.
Condemn the US for spending $30 billion per annum on new nuclear weapons,
and China for its nuclear weapons development policy.
Other weapons
Prohibit the production and export of all weapons of mass destruction
including chemical and biological weapons and land mines and destroy all
stocks of these weapons.
Land rights
Apologise immediately for genocide and dispossession of Aboriginal people.
Respect and protect the Aboriginal Embassy and insist on a dialogue between
the Embassy and the elected government.
Oppose the WIK amendments, which remove land from Aboriginal people.
Prohibit military bases, uranium mines, nuclear tests and dumps that
threaten land rights.
Restore rights to education in indigenous languages and culture.
=46oreign Policy
Indonesia and East Timor
Provide logistical support so that the policies decided on democratically
in the election in Indonesia and in the ballot in East Timor are brought to
fruition.
Redraft the Timor Gap oil treaty.
Bougainville
Support the right of the people of Bougainville to seek self-determination
and protect their land, environment and culture from destructive mining and
logging.
Iraq
Oppose genocidal US imposed sanctions on food and medicines, which target
children and the weak.
Yugoslavia
Emphasise that the basic cause of the ethnic conflict in the Balkans is the
poverty induced in the countries involved by the actions of the
International Monetary Fund and the World Bank.
Stress that the indiscriminate bombing of civil populations in the conflict
by NATO has only exacerbated a severe problem.
Promote a resolution of the conflict by negotiations in the United Nations
(including Russia and China) with the Serbian government.
Demand professional, unbiased reporting from both sides on the conflict,
free from the glorification of military force.
Economy
Repeal the GST, which increases the gap between the rich and the poor.
Increase taxation on large companies and financial speculators.
Develop a code of practice for international Australian companies and for
multinational companies based in Australia.
Oppose the Multilateral Agreement on Investment.
Cancel IMF/WTO debts incurred by poor nations.
Develop an international treaty on food security.
Build the economy around sustainable regional communities not global
markets.
Support community banks.

dole.
Health
Restore public hospitals and nursing homes.
Increase the medicare levy.
Provide safe, efficient and free women's health centres.
Demand accurate labelling of food products and genetically manipulated
ingredients.
Education
Ensure that tertiary education is available for all Australians through
Austudy or scholarships for isolated students.
Support compulsory student union fees so that students have the opportunity
to have a tertiary education broader than book learning.
Upgrade regional telecommunications.
Defence
Direct defence expenditure to ensuring security for Australia and not to
engaging in aggression against other countries.
Crime
The significant increase in crime in our communities is mainly drug-related
and will not be solved by increasing the numbers and powers of police. A
more significant policy to reduce crime would be to legalise cannabis and
heroin.
Provide safe injecting havens for addicts.
Zero tolerance for deaths in custody.
Abolish mandatory sentencing.
Oppose the reintroduction of the death penalty.
Environment
Support regionally appropriate, ecologically sustainable development.
Support preservation of the total ecosystem and viable seed banks.
Protect wild places on the land and the sea.
Introduce Clean Air and Clean Water Acts.
Control agricultural salination and pollution from urban growth.
Withdraw 20 years' resource security for woodchipping in Regional Forest
Agreements.

Stop subsidies for diesel.
Legislate for humane treatment of animals.
