Bill, Legacy uses Bing! Mapping service from Microsoft. I research Sweden, and amazed at how it finds the small parishes. I have a rather 20 page map of detailed Sweden, and it mostly hits the correct location. Sometime I need to move the pin or if Legacy/Bing! cannot find the location (rarely), that is when you resolve the problem and put the pin where you need it. Legacy does not use the GeoDatabase for locating the mapping feature, unless you ask it to on resolving.
As far as another piece of software for mapping that can import Legacy's files. I have software called Map My Family and can be bought from the Legacy store. It does not use Bing! or any other online database. It uses a pre-defined location database. It finds some of my locations, tells you of the ambiguous locations. You can add your location to the program's database. As for me, I like Bing! Hope this helps.
