Actually, just by clicking on "Create Problems List", the file will be created. 
That's how you can go into the Potential Problems report and click on "View 
Existing Problems List" and have the previous list come up.

You don't need to actually save anything - Legacy does it for you.

If you have never saved a problem report then you wont have it! Like many
files in Legacy (and many other programs) they don't exist unless you have
specifically created them.
