I would probably do the same thing - putting them in the same file...

That said, if you do choose to have them in another file, it isn't a big
deal to move them once you have the connection.  For just a couple of
people, I would open the 2 files on split-screen, and drag-and-drop the
people from the small file to your main file.  (It will let you link them
up).  Or you could export and import them.  You wouldn't have to re-enter
them by hand.
