8% is where the downloading actually starts! Before that, the process has checked a few items and concluded that they are up to date. It then goes on to the program itself. NOTE: The percentage complete indication ONLY UPDATES WHEN A FILE HAS BEEN SUCCESSFULLY DOWNLOADED. Thus, when Legacy.exe completes, the 8% will jump to 46%. A few other items will be checked giving instantaneous gratification that more has been done. Then we start on the help file, Legacy.chm. Again, it will appear to stall.
