Legacy Support got back to me and it happened to one other person
this week so it is a bug for at least two of us.  They are trying to
figure it out because others have updated with no problem.

I did Ctl/Alt/Del and eventually it did close the program but it took
a longer than normal time.  However, when I opened Legacy again, the
same problem occurred and I had to Ctl/Alt/Del again.  I tried File
Maintenance a couple of times and that found no problems and I still
had the problem.  I tried restoring yesterday's database (not the
program, just the Legacy database) and the problem still
occurred.  Since I'm working on information for a family reunion, I
didn't have time to wait for a "fix" so I used Vista system restore
to put my computer back to where it was last night.  Solved the
problem in a few minutes and I'm back working on my reunion info.

I agree it was a drastic move, but I tried everything else I could
think of and it's the only way I could work on the reunion project so
I had no other choice.

I'm just glad I back up my data every night and restore points are
created on my computer every day or two.  That was the main point I
wanted to make.
