Others have mentioned the Yahoo WUL group at
http://uk.groups.yahoo.com/group/WUL/ , members of which will be delighted
to give advice on creating web sites using Legacy - from the creation on
your PC to uploading onto a web host.

You may also like to look at my website, link below, which I have just
completed rewritten and extended. In the Tutorial section there are details
on creating Legacy websites, from a to z (I hope). In the site I use the
Pedigree pages for the Ferguson trees (Ancestry tab) and for the Grimshaw
Trees. The Ferguson One-Name pages use the Family Group format.

Do note, however, that the Legacy pages have been seriously modified,
although the basic construction is still recognisable as Legacy's. (The
reason that I am still up at 04-00am UK time is that I have only just
finished uploading it!).
