Just click on the child to whom you want to add a spouse and (s)he will move up into the central position with a vacant space for a spouse. When you click in the area where the spouse's name will be you will get a dialog box asking if you want to add a new person or link to an existing one. Take it from there! It sounds as though you are a very new user of Legacy. If that is the case, I strongly advise you to work through the Tutorial lessons (click on Help, then Show Help Index) and/or the Training Videos. You can purchase these on CD but the first one is free online.
