Just for giggles, I started out with a new installation of Win7-64 bit that
had no other applications yet installed. I let User Account Control (UAC)
remain at it default setting and was able to install Legacy v7.4 with
absolutely no problems. In fact, I even installed it into the "C:\Program
Files (x86)" folder instead of Millennia recommended "C:\Legacy\" path...
yet the program worked just fine. I was able to add my Customer/Serial
Number and unlock the Deluxe features. I then restored the computer to a
saved Restore Point, turned OFF UAC,  and Legacy still installed with no
problems.

I did hit one minor hiccup when I tried to open my existing family file
which had been previously saved under v7.4.0.39. It turns out the actual
setup file that I was using to install Legacy was a slightly older version
and it complained that it couldn't open my family file until I updated the
main Legacy program. I downloaded the latest version 7.4.0.39 and ran the
update. Success, and the family file opened. However, Windows7 was not too
sure if the update program installed correctly and it brought up a standard
dialog box in such situations telling me that the "Program May Not Have
Installed Correctly". I selected the option that tells Windows, yes it
installed fine and to not worry about it.

So, with all that in mind, Legacy seems to work just fine with Win7 64bit
and I had the same exact result when I was previously operating as 32 bit.
Remember, this was all done on a system with no other applications installed
so I suspect that any problems that people may be having are because of
other software applications or some strange configurations or settings
established on their computers. I don't think there is any problem with the
Legacy software BUT....Millennia, like all other software vendors and
distributors out there, must make sure that their installations are flexible
enough to account for some of these "mis-configurations" or conflicts. I
think they have a little bit of tweaking yet to accomplish and I have no
doubt that they will eventually accomplish that.
