For your first example, you can attach the photograph to the source citation if you like (Source Detail, Multimedia Tab). I'm not quite sure what double work is involved, regardless of whether you attach it to the person or to the source.
For the second situation, you can always submit an enhancement request to Legacy (Go to the Legacy website, Help Center, Make a Suggestion) so that perhaps one day Legacy will allow you to attach a source citation directly to a photograph. I remain at a loss as to what information you would put in the source citation that you can't put in the description field (which is a very lengthy field), but we've beaten that horse to death and beyond. Using the description field, or creating a photo event may not be the best answer from your perspective, but they are the only answers I'm aware given Legacy's current features.
