You say "without creating 2 Master Sources" - did you mean to say "2
Source Details" or do you really create a new Master Source for every
single household/Census?

Personally, I don't have a problem with showing "pages 2 & 3" in the
Census detail and then attaching the 2 scans,  but I also have occasions
when a particular "fact" has 2 citations, both the same Master Source
but quite different Source Details.
