My feeling is, determine the purpose for the crossing. Permanent or visit/vacation? One relative of mine left Sweden every day to work in Denmark, and returned at night to Sweden. No paperwork maintained. Caught the ferry twice a day. Why did they cross, and how often? If you mean one crossing each person, make it Emmigrate/Immigrate on the 2 sides.
