Your scanner probably came with a program with which to scan and save
files, but does it save as PDF?  If not, the free program Irfanview will
and it is an excellent "tool" to have for image manipulation.  You can
scan directly into Irfanview and save as PDF.

Having got your PDF and created the Event, go as if to attach an image
to the Event, but instead of selecting Picture, select File and attach
the PDF that way.

Are you aware that you will not be able to view the PDF within Legacy,
like you do a JPG or other image?  The link will be established and when
you double-click on the image icon in the Event's Picture Gallery it
will open in your default PDF reader.

You can attach PDFs to Sources in just the same way.
