I went to be last night wondering exactly what you are trying to do, and I
am afraid I woke up this morning still wondering. My main problem with your
description is, why the GEDCOM? I can understand, a little that after
tagging the people whom you need, you then wish to create a new Legacy file
containing only these individuals, and even using a GEDCOM to get them into
the new Legacy file, although I would use File>Export to>Legacy File to do
this. But you do not mention what you are doing with this GEDCOM.

You then open Legacy Charting - how? Are you using the Icon on the Legacy
Tool Bar? Importantly have you checked that the images are present in your
new Legacy file, if that is what you are doing?

Perhaps you could help us here, by clarifying your procedure.
