Ron, I had the same problem when I went to Windows 7. I understand why you use Files, rather than Picture, because your census images are probably pdf files and that's how they must be attached. I downloaded Foxit Reader (you could also use Adobe, or any other free PDF reader). Problem solved for me. Hope it works for you.
