I have a similar, but not the same problem.
At least one other member of our Melbourne Legacy
User Group has the same problem as you and has not been able to solve it.

I have Windows 7, 32 bit and Legacy 7 Deluxe Build 45.
My problem is I can't access the Internet from
Legacy Home and therefore can't see the messages from Legacy.
Also, I can't access Legacy Charting either from
the Reports menu or from the Legacy Charting icon at the top of the screen.
I can access all my data and otherwise the program works OK.

However, in my case I have another separate
Legacy Charting icon on the desktop from which I
can access Legacy Charting and see all the
messages that would usually appear on Legacy Home in Legacy.
(I am aware that this is how it used to be,
before the present Legacy Charting was released
and I have had Legacy working OK on this computer
without the separate Legacy Charting icon being
present on the desktop before the present problem appeared)

I have had a long correspondence with Legacy
Support and tried all the things suggested, to no avail.
They finally suggested reinstalling Windows which
I haven't done, because of the time involved and
every other program on the computer is working OK.
I am waiting until Legacy 7.5 arrives in the hope
that when installed it will overwrite whatever the problem is.

Meanwhile, I have resurrected an old laptop with
Windows XP and it is working OK.

As a matter of curiosity do you have Legacy
Charting Companion installed on your computer?
