John,
You have to export the Legacy GEDCOM using the "Legacy formatted" option.
Otherwise the Lat and Long are lost forever.

Here is the format that Legacy uses:
0 _PLAC_DEFN
1 PLAC South West City, McDonald County, Missouri, USA
2 ABBR South West City, McDonald, MO, USA
2 MAP
3 LATI N36.51351
3 LONG W94.6114294444444

Perhaps you don't have anything selected to export that has latitude and
longitude.
