To elaborate on what Ward said: "SourceWriter sources get converted to Basic during the export, and sometimes the conversion makes a mess of it."
Technically the basic version of Source and citation are created concurrently with the Source Writer versions. You just don't see the basic version unless you convert to basic, which, as Ward said, Gedcom does.
