A thought has just occurred!!?? If you have your old drive with the .fdb file 
set up as a slave or external drive, have you tried loading the file directly 
from that drive?

I got the import to work (pilot error).

But it didn't help. Looking at the gedcom the <b> text </b> are still there, 
ie. they didn't get converted.

What's the difference between the <b> and the double bracket codes <<b>>. 
Should I be seeing those instead?

Was there any changes regarding this in the latest release of Legacy 7..5 (?). 
I believe the old file was from 7.5 but it's possible I hadn't updated yet on 
the old system.

  No, I'm not using a gedcom to import although I'm trying that to see if I can 
get something to work. I typically have used export gedcom with the convert to 
html option for import to TNG and that has always worked great too. But since I 
don't have TNG reinstalled yet I haven't tried that. But I was going to try the 
same export option and reimport to Legacy to see if that helps.

  But I'm having a problem there right now too. I exported "all", UTF-8, 
"Convert formatting codes to HTML". When importing back it appears to import 
all of the file (# of people, families, etc.) but the importing dialog box 
never goes away. It looks like it's complete but but there's no "complete", 
"done", etc. button, only "Cancel".

    I am at something of a loss if that is the case – it’s a process which I 
use regularly without problem. I wonder if your USB stick may be using a 
different File System ie.. FATS whilst your PCs are using NTFS, or some other 
variation of the two, although I would not expect that to cause a problem. If 
you are copying the .fdb file, have you tried copying the back-up and using 
File>File Restore to get it into your Win7 installation? I freely admit that I 
am on a fishing trip here!

    Another thought which comes to mind, although a little more messy would be 
to use Dropbox, or load it into the Cloud eg. MSN Skydrive (I think it’s still 
around) and copy that way.

    Like Dennis thought, when I got into bed I was wondering if you were using 
a GEDCOM, but apparently not.
