I've seen this on occasion too. I don't remember exactly what I did to fix it. I *think* I've only see this happen when I do not have Legacy running full screen, and the display is right at the edge of requiring scrollbars. Again, I *think* what is happening is that that something in the UI keeps showing and hiding the scrollbars, making the screen jump.
The whole point of that is try resizing the window up or down a bit to see if it goes away. If you are already maximized, sorry, I don't know what to say about that.
