One reason may be that he is in the middle of a project. Each update, while correcting old bugs and adding new whistles, seems to create new bugs in formerly working functions. Recently, reports were adding blank lines, then the next update put them on top of each other, etc. When in the middle of completing a project, updating can make it impossible to finish.
