I stand to be corrected, but I think your best way of doing this is to
export your file to a gedcom *excluding* Sources, and then import back
into a new Legacy file.

(I looked at exporting straight to a new Legacy file but there doesn't
seem to be the option to exclude Sources.)

As you cannot delete a Source which is linked to anyone, it would be one
heck of a long job to unlink and delete them all, I think.
