No. They're necessary to work with the Family File. If you go to the Help file in Legacy and look up "USR FIles", down towards the bottom, you'll find explanations of all those file extensions
If you delete them, you'll lose some things you've been working on like relationships, Research Guidance, FamilySearch searches, IGI searches, Focus Groups, clipboards, etc. and they will be recreated anyway when you use those features again.
