I would never use "of" in a location as the meaning is so vague as to be
useless.  I would interpret the above to mean that Lester was living in
Sturges at the time of the application for a marriage license and record
that as a Residence Event for that date.  If it does not mean that, then
I would make a Research Note that he was in Sturges at some time and try
to find out when.
