What a mess!  I would probably use Cummings and then in the notes explain
the use of the alternate name.  I would put it in the AKAs as well.

What is the best way to input the surnames in the following situation?

I have the surname Cummings but the family used the name Vien or Viens
in Quebec and Cummings in the USA.  I cannot use the AKA feature,
because some of the family never left Quebec so their name remained
Vien(s) and the families that were baptized in Quebec began with that
name, but died with the name Cummings.  One family moved back and forth
several times, so in alternating records their name changed.

For instance I have Marie Viens who married Louis Duval.  They remained
in Quebec.  Her brother Joseph moved back and forth and used both names
and in US records listed his father as Joseph Cummings,  But  I cannot
link the father to Marie Viens and still list the father as Cummings.  I
thought of putting the Surname in as Vien/Cummings or vice versa but
legacy doesn't seem to like that.  Also the brother Joseph is listed in
Quebec census records as Vien until 1891 when he is listed as Cummings
..  His children, at his death, then moved to Vermont and from then on
used Cummings.  Yikes!!!
