If you normally start Legacy with the option to show maps OFF then to
get the map to show you have to turn the option ON then exit Legacy and
restart it. This is a known problem and a report has been entered to
have it fixed but until that happens you will have to use the restart to
get the maps to show.

By the way, the maps that show have nothing to do with the Geo Database.
That technology predates the mapping feature in Version 7. The Version 7
mapping feature uses the Bing maps online mapping feature from Microsoft
to display the maps and put pins on locations.
