I get the same thing.  Apparently, Legacy honors your initial decision until
you make additional changes.

I find that when I have added people in Legacy and I go to shut down, I get
the question, do you want to backup or skip, I click on skip!
The next two or three times after entering data in Legacy and I shut down,
the question box does not come up asking if I want to back up or skip.

Is this normal?
