Oh my. I hate to admit this, but I found the source of the problem, and it's not a Legacy issue at all. What caused all the confusion is that all but one source assigned to "Unspecified" had the "Add this Detail to the Source Citation on reports" unchecked. That's why all my experiments seemed to yeild such strange results.
I must have been playing around with that option a while back and left things in an unintentional state. I love that Legacy has lots of options and lets me tailor things, but it does get a little confusing at times.
