Marian: You can type the Obituary into the Notes section or copy and paste the text from an Internet page.
You cannot insert a graphic into the General Notes section. You can create an Event (Obituary) for the person and attach a scanned copy of the Newspaper to that event. I would suggest if you do this, to create a report and see what your scanned image is going to look like in reports. You may or may not be happy with the end result.
