Your problem may lie in ticking the ‘Exact’ radio button as this implies that 
the *only* word in the field is ‘OH’, I suggest that you should select 
‘Anywhere in the field’.

But, then, you have already realised this – yes

Search and replace does not appear to be working. Can someone point out what 
I'm doing wrong?

In my master location list I want to replace all OH abbreviations with Ohio. I 
have many sources formatted as "Carroll Co., OH", for instance (without the 
double quotes).  I use the same place name in both the List-Location field and 
the Lists-Location Short fields.

Here are my search and replace settings:
Find where:  Lists-Location [or Lists-Location Short]
FInd what:  OH [no spaces at beginning or end]
Replacement text:  Ohio
How to find:
   Find whole word only [ticked]
   Match case [ticked]
   Exact [radio button selected]
How to replace:
   Replace only found text with replacement text [ticked]
