Thanks to everyone who suggested that it might be a step- or adopted relationship. It looks very likely that the daughter-in-law is actually the daughter of the wife by a previous marriage. I can't prove that, yet so I will record an earlier marriage and attach the daughter to that marriage with notes and to-do's to remind me to follow up later.
