I am mainly replying because you seen to imply that the RINs need not be random, I am afraid that they always will be, even if you spend all of your time trying to develop a system for them instead of doing research - same for MRINs btw.. I do not have much use for masses of paper files, obviously I have some, like certificates, wills, printouts of some databases and similar, but much prefer to store all my stuff electronically - even copies of most of my papers, with it being linked via sources to Events/Individuals.
