Kathy,  Although I've not had the wrong gender for an ancestor on the census,
I've had many misspelled.  I typically do add a census event for each individual
(but not exactly "how Geoff does it"), and in the misspelling cases, I typically
indicate such in the Event Notes.  "Besse was incorrectly recorded as Jesse
(male)."  I'm assuming you have all the other proof cited for Besse.

Thanks for the suggestions.  I'm reminded that I can use Legacy in a flexible
manner, and not feel that if I list a Census Event for one person, I have to do
it for every ancestor I find.

I would record the census exactly as written on the page as a census event.
I would put Jesse Doe as an AKA.  I would use the census as a source for the
AKA, date of birth, place of birth, relationship to parents etc.

If you want to make it clear, you could either write a short note at the
bottom of the census event such as

[Jesse Doe, male is actually Bessie Doe, female as evidenced by....]

Or your could do it this way...

Jesse Doe, son [sic], white, male [sic], age 4, single, born in MS, both
parents born in MS

That shows that you are recording the census exactly but you recognize that
there is an error.  The only things I will "sic" is gender and relationships
[obvious mistakes].
