Anyone can use the FamilySearch.org web site.  You don't need to be a Mormon 
church member.  I volunteer at one of  their Family History Centers so I use 
the site regularly.

https://www.familysearch.org/

But you should know that while they have some records indexed and have some 
scanned images online, most of their records are available on microfilm.   You 
would identify the records you want to view by searching their Catalog and then 
ordering the film online.  You would then need to go to a Family History Center 
to view the microfilm.
