Michele, I totally agree with your approach to inclusion of foreign GEDCOMs. Assuming that one can contact the Tree owner, one techniques which I have found useful is to offer copies of my document(s) before asking if they have documentary support for something about which I am uncertain.

Also, your database will not be credible to any other researcher who DOES document their sources. Legacy is the best program out there for handling your genealogy database.
