If you open the Master Location List and click on the Sort button you will see that there are 9 spaces for you to define sort order. That is why I said Legacy can accept 9 levels. If you were able to put in more those beyond 9 cannot be used in sorting.
You also cannot apply names to the 5 "extra" levels, they are named other 1 though other 5. Adding the ability to put a meaningful name to those levels would be a useful improvement (anyone want to make the suggestion) but I could not find anything like that in the list of suggested improvements.
