When you drop the person on the file you should see a screen asking for the scope of the drop, and Individual only, the entire family, all the ancestors or all the descendants, everyone in the file or the entire file. Choosing those options will bring across the specified range of individuals.
If your group of people that you want to copy are not related though it would be better to tag all the people in the file you want to copy from then open the destination file and use File > Import From > Legacy file to import the tagged records from the first file.
