As the title suggests, the All To-Do’s cover the To-Do’s for everyone in the database. It’s a quick catch-all like the first option in the To-Do Report. If you click on each To-Do, the first tab details who the task is for. Shouldn't the General and Individual To-Do's add up to 16 in the "All To-Do's"?
